In case anyone else is interested, it appears both the buyer and seller must
have an active/valid Paypal account in order to participate in Onsite payment
(using Paypal or credit card through Paypal).
This is how I understand it. If this is incorrect, I appreciate any clarification.

For the most part, yes, both the buyer and seller need a PayPal account in order
to use PayPal.

There's a rumor that buyers can pay via PayPal using just a credit card without
a PayPal account, but it's unclear if this is true and if so, how it works.

BrickLink does allow buyers to pay with a credit card using Stripe. Only the
seller needs a Stripe account.

It DID work, 100% sure and used it myself; having a PayPal account or not.
But that was before instant payment.

I should try in any random shop; I'll try to find one which sells mustard,
but it's rare here

Agreed, and Stripe is EASY to use (10+ years here) and their charges are really
lower.

It may be more difficult right now to open a Stripe account (I was lucky to be
relatively early), but sincerely if it's possible - open an account there!

Note also for your own safety that if you've only PayPal and you get
any problem on your account, then you won't be able to sell with taxes involved
anymore (because AC+IP/taxes).

In short and for this also, open a Stripe account
