yes. minifigure must be fully complete to be sold on bricklink otherwise you
have to sell the individual parts

Grand Admiral Thrawn without his hair is no longer Grand Admiral Thrawn. Perhaps
whoever he is now can be listed by you as a custom minifig. Or you can attempt
to buy a replacement for his hair. Or, part him out, and sell the parts separately.

if its in the minifigures inventory its part of the minifgiure otherwise it isn't.
accessories are not included in minifigure inventories tho often backpack things
are. for each figure check its inventory

Every minifigure listed on Bricklink must match the approved inventory. That
is required as per the listing rules.
I recommend you do some reading on the listing policies as this will help you
with your store. Also, if you are unsure about what must be included with a specific
minifigure, check the official inventory before listing it.
And yes, backpacks are part of the minifigure's inventory, and must be included
in order for the minifigure to be considered complete. For most cases, guns,
(i.e. hand held weapons) are not part of minifigure inventories.

Look at the numbers; you'd make as much money (eventually) parting this guy
out. Clearly it's a used piece and the head, torso and hair are the money
items. They plain white legs are good for $0.01, but the head and torso could
fetch ~$130 on the low end of the price range.
Or you can buy the hair for $22.50 + tax + S&H and sell a complete USED SH0811
for ~$130. Just part it out.

You can't, sorry:
https://www.bricklink.com/help.asp?helpID=102&q=condition
Incomplete Minifigures - All minifigures, both New and Used, may only be
listed if they are Complete. Incomplete minifigures should be broken down
and listed as parts, or listed in the custom items section with a custom photo
and clear description.

You could always buy the minifigure part to complete the minifigure and then
sell it. This all depends on the cost of the part and shipping costs and then
will it still be profitable.
