I have 101646 in hand and as far as I can tell, it is the same as
 
Part No: 99464 Name: Minifigure Cape Cloth, Very Short - Traditional Starched Fabric

Parts: Minifigure, Body Wear
.
The measurements and shape match. It is starched cloth. I can almost convince
myself one side is slightly fuzzy, but the sides look the same magnified.

How do you know you have 101646? Capes don't have numbers molded on them.

If I am not mistaken, the slight fuzz is braille.
