| Since marketplace tax inception, there have been countless posts about sellers
not understanding why they can't change an order to Paid/Shipped etc when
they've received payment by PayPal offsite. This is not impacting only small
sellers. The following two very recent threads are from a small store, and a
very large store:

As it obviously not clear to many, especially those who have been around for
a while and have previously had no problems accepting any kind of offsite payment
such as e-transfers, cash, direct PayPal payments, etc... It would be beneficial
to have a warning at the top of an order page to the seller to say that this
order has automatic tax collection on it, and should not be shipped if payment
was received offsite as payment must be made onsite (and a link to the page explaining
marketplace tax collection). This primarily impacts manual invoices.
Even that I'm not sure will catch 100% of these issues, but it could help
reduce them, and provide more awareness for sellers. Of course, if everyone used
100% IC a lot of these issues could also be alleviated, but BL does not have
any of the features of a more robust marketplace for handling shipping (such
as API integration with shipping partners, or even more granular shipping table
control). Speaking as a Canadian seller, our country alone has the most vast
variance of shipping rates I think I've ever seen, and we can't even
break down by province (which isn't granular enough either anyways due to
remote postal codes).
Long-term, I believe that more development on the shipping side for sellers could
alleviate many of the residual issues for more IC adoption. But a short-term
warning on these orders could cutdown a lot of the headache for both sellers
and BrickLink.

The large store seems to be having a completely separate issue related to orders
being picked up and paid for at the retail store.

It's the same issue. They were unaware of the impact of taking payment in
store like this. They couldn't understand why they couldn't update the
tickets to the proper status. As a result, they're actually a very large
example of the issue of sellers not understanding how the current system functions.

| You are confusing IC (Instant Checkout) and Onsite Payment which can be used
with manual invoicing just as well.
And the warning is there on top of every onsite invoice e-mail to the buyers
not to pay to an offsite PayPal account disregarding anything the seller would
say about this.

When IC is enabled and the buyer is from a country with marketplace tax, they
are forced to pay immediately at checkout via an onsite method. If the buyer
is from a non-taxed country, they have option to use a configured offsite payment
and still proceed with placing the order as IC. The issue is related to buyers
from taxed countries, meaning IC forces an onsite payment option. If the buyer
is from a taxed country and they have a manual invoice, even if it is set to
Onsite (which it is, they all are), they can of course still send offsite payment.
The order remains there and this is the problem.
The suggested warning is not for the buyer, it is for the sellers. The issue
as described is about sellers not understanding marketplace tax collections and
BrickLink's requirement to collect and remit taxes to various countries.

100% - like today's example, they were trying to be understanding by accepting
3 installment payments from their buyer. And then the bigger one recently with
the in-store pickup option and letting folks pay with cash as they were already
new to BL and online ordering. None of these sellers are trying to game the system,
only facilitate an easier experience for the buyer. They're simply unaware
of how the system functions since the slow rollout of marketplace tax.

It's just non-stop messages on the forums from folks that are having long-standing
issues. This is causing more of an issue for BL than it is for the sellers in
reality, but could risk their accounts simply for not getting proper instruction
and guidance.
Example of a follow-up today from someone who had contacted BL support and all
they were told is it looks like they're trying to avoid taxes, which isn't
at all what sellers are trying to do (that was an issue with buyers during the

They're genuinely unsure how to handle this.
