I must cancel an order to Germany, when I select request to cancel... reason:
mutual agreement why is the NPB section checked. I'm worried if I click take
action it will file an NPB which I do not want to do as I will be refunding payment
in full. Am I going about this the right way... NPB checked is a little un-nerving
?

That doesn't sound right at all. Refund first. Then check again. Maybe you
can post a screenshot or something? You can definitely cancel an order without
filing an NPB.

1) Did you check to see if you can change the payment method on the Edit Order
page? If you refunded and changed the payment status to Not Paid, this might
work. If not,

2) Can you uncheck the NPB button? Sorry, I can't check myself as I don't
have any manual invoice orders at the moment. I remember there being two checkboxes
to choose from on the cancel screen.

Changed status from RETURNED to NONE looks like that worked OCR now available,
order refunded via paypal as it was manual payment, anything overseas must be
onsite to generate the IOSS, I have always been UK only manual paypal... onsite
is looking like a sensible upgrade for me... thanks Jen going to complete OCR
now then change status to returned

One last time, did you check here and see if you could change the Payment Method
to Paypal Onsite?

It looked to me that you had Onsite already?? Or did you just set it up maybe.
Either way, once you have changed the payment method, the Pay Now button should
be available to your buyer. You could also send a new copy of the invoice which
should include the button as well.

Good luck,
Jen
