with USPS (missing apartment number). Reached out twice to buyer over the past
4 days with no reply. I figured I would give a full week to allow for a response.

Be sure to send a message directly from your email to theirs. Some messages sent
through the BL system get lost in junk folders.
Check to see if the apartment number is included on their BL address if it happens
to be missing from the Paypal one.
Have they received feedback recently from another seller? You could reach out
and see if they solved this issue already.
