| Hello,
I recently received an order from a new user (0 Feedback) with an address in
Delaware, USA. The address is for a freight forwarding company (Shiptor, 1600
Johnson Way, New Castle, DE), which is a Russian company and will ship into Russia.
The phone number they provide has been linked multiple times to scams. I do not
ship to Russia, do not want to ship to Russia, and have no future plans to do
so either. I think this user is trying to get around sanctions and/or customs
fees.
When this buyer first contacted me, I was a little suspect of them, but I have
had other new buyers act in similar ways, and they were great buyers. After I
emailed photos of the set (75227) to the buyer, I got a response almost immediately,
and it sounded very different to the previous message that I had received. This
started to raise red flags for me, but after I got the shipping address I knew
something fishy was going on.
They requested an invoice, which I have not filled out yet, so I have not received
payment yet either.
Do I have any justification to cancel the order, or do I have to go through with
it?
Any help or insight would be appreciated,

I think you'd be justified in cancelling this order out of precaution. You

Thanks so much for the advice. I will wait a little bit before taking action
to see if anyone else has anything to add, but otherwise do as you said. I just
wanted to ask the community which has more experience than I do before doing
anything drastic. I will update everyone if/when I take action.

Bricklink cannot force anyone to complete a transaction. If you are not comfortable
then don't send it. You might get negative feedback but BL might remove it
as they are shopping from Russia. You can ask and see. You could also leave them
negative feedback to warn others, and if they go hematite then they will get
blocked from many stores automatically if they have selected that option.

Have you straight out tried to message the buyer through the BrickLink messaging
system to ask them why they're using a freight forwarding address to Russia?
If they're a legitimate buyer, perhaps they have an explanation that may
be plausible. It is of course up to you to decide if you believe their response
to your message, but be sure not to respond to any replies generated outside
of the BrickLink messaging system.
If they are trying to scam you, or someone else, their replies will very likely
indicate this. I would be super careful though, it's highly unusual for a
buyer to be using a freight forwarding address, especially if it's in Russia.
Inquire to the buyer for information relating to why they are doing this, but
as I mentioned above, be super careful. I cannot emphasize this enough, you need
to exercise caution when dealing with unfamiliar circumstances regarding a BrickLink
order.

buyers buying from sellers here, blocks on Japanese buyers using PayPal or long

yah I was referring more so to using shipping forwarding instead of to russia
as the second part of it where it said "it's highly unusual for a buyer
to be using a freight forwarding address," they also added "especially
if it's in Russia." so I was referring to the first part of it since
it wasn't only addressing the russia part but I could see how I mad it confusing

seller might not offer shipping to their country or its cheaper to have multiple
package delivered locally in that country then bundled together and shipped out.
literally just a hour or so ago I did the exact same thing with some purchases
from overseasons. I paid 1 $80ish CAD shipping charge to get like 10 plus orders
weighing about 7 kilos shipped (excluding local shipping costs) instead of paying
about $30 per package

If the PayPal address matches the US ship to address, what’s it matter where
it goes after? Your work is done, it’s delivered to the buyer at the US address.
They can’t claim it wasn’t delivered to wherever they really are as that was
never part of the equation.

Violating international trade sanctions is kind of a big deal. If a seller suspects
that a package may be destined for Russia, even if they don't have full proof,
they'd be wise to cancel the order and report the member. Some would even
argue they've a responsibility to do so.

I asked the buyer if they had another address that they could ship to instead
of the one they provided, as I was not comfortable shipping to a shipping/freight
forwarder where the likely destination was Russia. They said they did not have
another. I said I would unfortunately be cancelling the order, while apologizing
that I could not help them more. Soon after I sent the buyer this message, they
requested the order be canceled themselves, so I canceled the order for them.
I will think a little while for what to give for feedback, before I post something
for this user.

You don't have enough information on what happens to the order and where
it goes. You ship to an address in USA. That is the end of story for you.
If the company is Russian and they do business inside USA, shipping to Russia,
then they are certainly legit.
I have personally used freight forwarding companies as a buyer. As a seller,
I don't have any problem to ship to a freight forwarding company, except
if the order's value is very high.
There may be a buyer in Russia, using the address of his uncle or friend in USA
to buy from you and then ask hiss uncle/friend to ship to his address in Russia.
Are you going to do an investigation on all buyers to learn what they plans to
do with their Lego?!
What is the difference of shipping to a freight forwarding company from shipping
to an uncle of a Russian?

No, but in this case the seller has reason to believe that the package is destined

individual, but a quick Google search reveals that Shiptor is a freight forwarder
based in Moscow.

Actually, upon further reflection, I realize that just because the freight forwarder
is based in Russia does not necessarily imply that the package itself is destined

Doing business with Russia isn't prohibited per se, and I do wonder what
a Russian company is doing in Delaware. It may very well be that this is allowed,
but the seller has decided to cancel the order out of an abundance of caution.

is based in Russia does not necessarily imply that the package itself is destined
for Russia. In particular, Shiptor serves a number of countries.

Often this will be given using a code in the shipping address.

| Why wouldn't they ask a European or Asian seller
They have enough set (75227) in stock
Some sellers have no problem shipping to Russia.
