Bill and Mary(of course,the legoland idea book mascots),as far as I know, did
not appeared in any set.Although there are torso stickers in the book,but you
need
to collect the other parts,so they need to be marked as deletion.
However,there are a lot of sellers who are selling them.So I can't make my
decision,could anyone solve my question?
(Ps:Sorry,my first message has a mistake,so I post it again.)

In general, minifigures are only added to inventories if the set comes with instructions
that show exactly how they are built.

The rules for Minifigures can be found here:

I would argue that Bill and Mary are far too iconic to ever be deleted

Indeed, the international version’s only text is the small blurb below in 11
languages.

I guess they filled the space with a backstory in the NA version?

I guess they corrected the misprint at some point (this from an online scan -

I have that book and its stickers. Someone gave them to me for free because
I like Lego. Are Bill and Mary valuable?

If you can find new minifig parts and stickers I reckon they could be worth a
pretty penny

While those minifig parts are very common, they're not common as new parts

A new 6000 Idea Book _with_ stickers is also worht about a hundred bucks

Bill and Mary are, as another user posted in this thread, iconic figures from
the idea books from the 1980s:

Book No: 6000 Name: Idea Book 6000, Legoland
*
6000 (Inv) Idea Book 6000, Legoland
Books: Idea Book
They have been grandfathered in and are an exception to the rule.

My older kids always referred to this book as "the Bill and Mary book"

I believe I found several others when I got the book that must be grandfathered
alongside.

I'd love to see the aliens added in (j/k)

One thing that isn't clear from the Bill minifigure entry is that
the torso under the blue striped sticker is a collared shirt, I think this one:

Part No: 973p26c01 Name: Torso Shirt with White Pockets, Buttons, and Collar Pattern / Blue Arms / Yellow Hands
*
973p26c01 (Inv) Torso Shirt with White Pockets, Buttons, and Collar Pattern / Blue Arms / Yellow Hands
Parts: Minifigure, Torso Assembly, Decor. {Blue}
