If you bought it new complete, then they must be included. If you sell as used
they do not need to be included. However, as they are in the inventory it is
a good idea to say they are missing but all the parts needed to build the set
are present.

Complete - Set contains all parts necessary to build all of the models
(including alternate models) in the instructions but does not have to contain
the original box/packaging and/or extra parts.
So, what about other alternate models? Did you check the other models that appear
on the box arts? (specially those printed on the back of the parts)
I did a quick look and it appears they were not used (double check this). So
you can sell this set "complete".
It is a good practice to mention this in your descriptions, something like:
Complete, no box, no instructions (the 4 extra white and yellow plumes 4502b
and 4502c are not included. These were not used in any of the models in this
set)
