If I recall correctly, the reason this subpart was included in the part inventory
instead of the counterpart section was exactly that - it adds to a section of
the inventory that is already overflowing with parts, and the wheels in that
section can be taken apart. Apparently some of these wheels were glued.

This was a test case and therefore it wasn't applied to all the wheels in
this category. But it was based on the example of the minifigure torso, where
the pair of arms are listed in the part inventory instead of at the end of the
set inventory.

Without having gone through all subparts looking for the implications of this
issue, I do feel confident in moving forward with this class of parts (small
wheels) and finally finish one of the remaining tails of this project from 2017.

The result is cleaner and we will be in a better position when the partout feature
is upgraded. It's one less thing to have to check between the counterpart
section and the regular items section.
