I was looking at the price guide for Bionicle set 8940 Karzahni and it looks
like there is a transaction from 2020 that is still showing up and possibly skewing
the price average. Is there any way to get this removed?

AFAIK, transactions with problems are kept until the problems are solved.

Is this problem still actively being pushed toward a resolution? Or is it
just going to sit on the price guide forever? Is there a cutoff date at all for
things like this?

It happens just sometimes not all problem transactions, if reported they are
deleted from the PG by Bricklink Admins:
