Found several in collections and confirmed by Gary Istock. The reason LEGO stopped making the 2x4 brick with SHELL font was that Shell had changed it’s font: from SHELL in caps to Shell with a capital S. Packaging was never changed, only the contents

Parts: HO 1:87 Vehicles {Yellow}
should be 1971, and not 1965-1966, as 1971 was the year the Shell logo was redesigned.

This isn't a set but a part. Year release of a part comes from the set release

had 649pb01 as regular and 649pb02 as alternate, I just switched them.
So now it shows that 649pb01 came as an alternate part later.

Set 325 was sold untill 1970.

Set 491 was sold untill 1969 in which year all 400 supplemental boxes were replaced
by 900 supplemental boxes.

So the outcome may be not to approve this request and instead remove this brick
from set 491. I only have the 491 version with square window myself, which definately
only came with the 2 x 4 SHELL brick.

I dunno, the 1 x 6 brick shows up in LEGO catalogues from before 1971. I think
it’s more likely that Shell gradually changed their corporate identity. First
the font went from SHELL to Shell and the biggest change was in 1971 with a redesigned
logo. That would also explain why there are trucks with both SHELL and Shell,
but they all have the same (old, pre 1971) logo. I’ll try to find some old ads
to back this theory 🕵🏻‍♂️

After many hours of research I decided not to approve this change request.

Reason: there is absolutely no proof this set ever came with a 1 x 6 Shell Brick.

I checked all the images I have myself from years ago and all have the 2 x 4
brick.
I checked all images available online now and most that have a 1 x 6 Shell Brick
also have a SHELL Truck, which combination doesn't make sense. 1 x 6 Shell
Bricks are very common and I'm pretty sure these images of used sets show
this brick, because the person who made the image, is just missing the very rare
2 x 4 SHELL Brick.

Although images from LEGO Catalogs, Box images and Instruction images not always
show the actual variant that came in a set, it seems very strange that LEGO did
change the Truck Image but not the Brick Image for this set ánd that it does
show the 1 x 6 Shell Brick for set 491 but not for 325.

There has never been found a

So it's not an argument to say that the brick would have changed to Shell,
just because the Truck did. If LEGO would have decided to change all SHELL to
Shell items once ' Royal Dutch Shell plc' changed it, they would have
changed the Pump also.
