First and foremost, BrickLink certainly doesn’t ask your buyers to pay YOU taxes.

As you’re a EU seller, there’s 3 situations involving taxes and BrickLink:
1. You buyer is in EU and you sold for more than €10,000 in the last 12 months. 
2. Your buyer is in UK and is buying for less than £135.
3. Your buyer is in the USA.


In case 1, BL is obligated by law to enforce that you be correctly registered
and collect VAT from the buyer.  With less than 400 order, I doubt you’re in
this case.  Besides, it doesn’t fall under “BL asks my buyers to pay.”


In case 2 & 3, BL has to collect UK import VAT and US sales taxes.  BL collects,
not you.
In order to do that, the buyer has to use PayPal Onsite (or Stripe) and BL adds
the tax and PayPal (or Stripe) gives the money to BL directly.
The tax money doesn’t touch your account.  It shows on the PayPal transaction/invoice
as “Tax” in the ‘due’ section and as “Partner fee” in the ‘fee’ section.
You pay PayPal fees on the tax because the amount went through PayPal but, again,
the money doesn’t land on your account.

If your problem is that a buyer didn’t pay through PayPal Onsite but through
PayPal, directly with you e-mail, then you need to refund them and ask them to
use the Pay button on BrickLink.
If you don’t, well,
1. legally, or rather illegaly, you’re collecting taxes you don’t have the ability
nor the right to collect and remitt, and, as such, there’s no way to forward
the money to BL,
2. the order will stay in the unpaid status on BrickLink and you won’t be able
to go further.
