Can a handling fee be added to the available options in the shipping methods?

I would like to have a "payment process fee" with "Fixed + % of total
order" depending on the selected payment method. In my case paypal onsite.
Both the "fixed" and the "% of total order" should be allowed
to be zero.

The current option only allows for the "% of total order" part.

I also don't like payment fees either, I prefer payment by IBAN.
But I don't have a minimum order amount or minimum lot amount (which I
don't like to see when I'm a buyer either). And it happens that I get

I do treat all payment methods the same. Fees for payment methods are added as
they are charged to me. This also applies to IBAN. It just so happens that IBAN
fees are zero.
