| Please make changes to the following inventory:
* Delete 2 Part 4180c02assy1 Black Brick, Modified 2 x 4 with Red Wheels FreeStyle and Red Pins with 2 Black Tire 24mm D. x 8mm Offset Tread - Interior Ridges (4180c02 / 3483)
* Add 2 Part 7049b Black Brick, Modified 2 x 4 with Wheels Holder, Trans-Clear Bottom (match ID 1)
* Add 4 Part 7039 Red Wheel with 4 Studs and Metal Axle (match ID 1)
* Add 4 Part 3483 Black Tire 24mm D. x 8mm Offset Tread - Interior Ridges (match ID 1)

Set
was released two years later. What's the reason you call this a reference
set?
I can't open the first link, but it includes 'scans' so does it show
the instructions?
Instructions are not a reliable source for a set inventory, but it does show
the wheel assembly as in the current inventory. Peeron's inventory has source:
Picture Inventory printed on Box, which would mean it's the parts list, but
I can't find an image of it at the moment.
The Bricklink inventory might be copied from Peeron back then. The parts you
want to add were replaced by the wheel assemblies by me. Unfortunately additional
info wasn't saved back then. I have to dig into this to find out what my
source was.

I can't find any evidence of my own changes back in 2008. The only reason
I can think of is that I compared it with other sets from that period, but that's
only a guess. I did find the parts list of the box however and you are right,
so this request will be approved.
I now figured out that 1990 Basic sets have the wheels / assemblies below
- Red Basic sets 3+
- Blue Basic Sets 5+
- Green Basic sets 7+
