the instructions?
Instructions are not a reliable source for a set inventory, but it does show
the wheel assembly as in the current inventory. Peeron's inventory has source:
Picture Inventory printed on Box, which would mean it's the parts list, but
I can't find an image of it at the moment.
The Bricklink inventory might be copied from Peeron back then. The parts you
want to add were replaced by the wheel assemblies by me. Unfortunately additional
info wasn't saved back then. I have to dig into this to find out what my
source was.

I can't find any evidence of my own changes back in 2008. The only reason
I can think of is that I compared it with other sets from that period, but that's
only a guess. I did find the parts list of the box however and you are right,
so this request will be approved.
I now figured out that 1990 Basic sets have the wheels / assemblies below
