As for your question, it depends on what you mean by ‘shining effects’.
If it’s about a mirror effect, use the ‘Metallic’ colours.
If it’s about emitting ilght, Studio has special ‘luminous’ and ‘glowing’ colours
(you’ll need to lower the ambient light in renders to see their effects).

Some people have also played with custom colours but it’s rather complicated
and not documented.
