I have the actual box, but it seems you don't need that.
Unfortunately, I didn't take pictures opening this set. Probably because
it was so simple and straightforward.
I am pretty sure the heads came attached to torsos in this set. I cannot prove
it. All the minifigs have been sold, parted out, or assembled to keep at this
point.

Definitely in that era the heads would have been attached to the torsos.

3069bpx28 attaced. Please, compare these pictures with frontal box image.
Unnecessary. It is definitely shown in a side picture.
But I'm not sure whether usage in a box picture is a standard that we use.
A set like this with no instructions is tricky and we have to figure out how
Lego counted the part count.

Usage on the box = regular part (i.e. not an extra). Also, it is very unlikely
a tile like that would have been deemed an extra part.
