| Some sellers sell .pdf files of the instructions they make. They have a qty.
of 50 or 100 or so but it can happen that they can sell all of them before noticing
so maybe adding an option of having an unlimited qty. would be right for them?

True story:
The maximum quantity that BrickLink will allow you to enter when adding an item
to your inventory is 999,999. When I first listed many of my instructions on
BrickLink, I listed them at this quantity, and I was by far the largest BrickLink
store in the world for many years until someone noticed and reported it to Admin
Russell, who politely asked me reduced the quantity of instructions in my store
to 100 each. That being said, I'm not in danger of selling out anytime soon.
Things get interesting when tax day comes around. I'm not sure how to account
for what is essentially an infinite inventory.
Truth be told, BrickLink is not really set up for this, but I'm too lazy
to migrate everything over to Rebrickable.

Great! Now you have to sell all of them (and I get 10% ).
BL does not need to display a number - just maybe a word 'unlimited'
or something.

I think there are better ways to distribute PDF instruction manuals than BrickLink.
If you look at my recent feedback, you will see that I don't make very many
sales, and most of the sales that I do make are small ($5-10).
I've thought about making my instructions free, but I'm not sure what
the best way to distribute them would be. BrickLink doesn't let you list
an item for zero dollars. A couple of my MOCs are in the Studio Gallery, but
the Studio Gallery is difficult to navigate; a simple search for "train" or
"house" produces thousands of results, and it doesn't help that you can't
use trademarked words like "Amtrak" without having your MOCs set to display-only.
I may eventually migrate everything over to Rebrickable one of these days, but
that would require stepping away from the BrickLink forum for more than five
minutes.

Why not list them for say $0.50 and give the buyer a $0.50 coupon?

Because I would still have to pay $0.015 in BrickLink fees.
I think the problem is the target consumer. Most buyers on BrickLink are looking
for parts or sets or minifigures, not PDF instructions. Whereas on Rebrickable,
many buyers are looking for MOC instructions, and many of them can be downloaded
for free.
Another consideration is the instructions themselves. Many of them haven't
been updated in years and use parts that are no longer in production. Ideally,
I would like all of my instructions to use only cheap, common parts so as to
not break the bank account of the buyer.

Just use retain, and when an order shows you are out of stock, click the zero
and increase the number. Or once a month go through and set all to 100 or whatever.
Are you really selling that many that it is an administrative burden?

So why ask for the change if it doesn't even apply to you?
Changes like that need either a new flag to indicate that it is an infinite item,
along with likely changes in multiple places to cope with it, or some large number
that if your stock is above that number, it would show a non-numeric "infinite"
rather than the numeric counter and that counter always kept above the threshold.
There are also issues of features breaking such as total inventory value.
