Please create a new category "Star Wars Secrets of the Empire" for Minifig (sw0982).
This character and design is Canon, but has only appeared in SotE, so I cannot
put it into any of the existing Categories.

I believe creating a category for just one minifigure is somewhat overkill. It
appears in only one set that is now classified as a "Star Wars Rogue One" set,
but I am assuming the character does not appear in the Rogue One movie. In that
case, "Star Wars Other" is perfectly fine as a category classification. If you
think it would be better in the "Star Wars Rogue One" category, I would accept
that, as it seems this character is in league with Cassian Andor and K-2SO from
Rogue One. Please let me know which one is "fine enough", although not "perfect".

Darth Revan - Minifig (sw0547) - has a category to themselves, so what would
the difference be in this case? Obviously Revan is a far more iconic and popular
character than Athex is, but I do not think that Catalog listings should
be determined by character/media popularity!

to be the category for all items that do not appear in any official Star Wars
materials (be they Canon or Legends) - Generally things that LEGO just makes
up, such as the P2 Geonosis Clones, or the various Christmas-themed Minifigs.
As such, I do not think that this Minifig belongs in "Star Wars Other".

Since he is already dead by the time of the events of R1, I do not think that
would work either. SotE is the only place where this character appears (for now,
at least). 😕

That is where you would be correct. My criteria does differ. The "Other" categories
on BrickLink are to be used for anything that doesn't fit any of the other
current structure or classifications. Since that is the case for this figure,
you can see the hesitation to move it unless I create the new category.

Thanks for your input, though. I will think about it some more.

That works in many cases, but for Star Wars (and other heavily-serialised themes
like Marvel and Ninjago), there are already so many different Categories (with
more inevitably to be created) that, in the words of Bo-Katan, “What’s one more?”.
