Just wondering why only one figure is listed in this set as the pictures seems
to show multiple figures.

Looking through the set inventory, all the other minifigure parts are listed.
My guess is that the minifigures do not have bricklink listings yet and as such
cannot be added to the set yet.

That's a bit weird. I realize that the instructions are canonical in the
event, say, the picture on the outside of the box and the instructions differ,
but why can't the picture on the outside of the box be used where the instructions
don't specify?
