I have A genuine Lego mini fig piece which is a reddish brown hair and goggles
combo. I can clearly read the part number on the inside of the stud which is
28149 but when I put this into the search box, it comes up with an error and
no part found.

This is not the first time this has happened and it is very frustrating. Are
there any plans to update the catalogue with such pieces please?

Try searching with an * at the end of the part number.
This part is multi colored, so could come in multiple combinations.

Pu a * after the number when you search for a printed part like this. Then you'll
find all the printed versions of the part including the one that you have
