| Looks like this set needs the counterpart added for the tan 2x2 tile with the
orange two pronged sticker on it that goes on the arms. Not sure how to add it
or request it properly.

You can submit a catalog change here...
https://www.bricklink.com/wantedCatalog.asp?catType=P
You'll need some info before you can submit it.
You need to find the next available number for that part (87079). I do this
by going to Browse - Parts - Tile, Decorated. Once you're in the category,
search for 87079* and sort by Item Number, Order: Down. This will show you all
the stickered 87079 parts. Look at the top entry and note the item number down
(87079pb1081).
You also need to check if there are any other 87079's waiting to be approved
by performing the same 87079* search in the 'Items Pending Approval'
section here... https://www.bricklink.com/catalogList.asp?itemPend=Y&catType=P
In this case there is an 87079pb1082 pending approval so you can't use that
number, making 87079pb1083 the next available number for you to use.
After that you need to get your description correct. Look at other similar entries
and you'll see the pattern...
'Tile 2 x 4 with YOUR_DESCRIPTION_HERE Pattern (Sticker) - Set 75974'
Keep the start and end sections, just changing the YOUR_DESCRIPTION_HERE part.
Fill in any other data you can (dimensions/weight you can get from the original
87079 part) and hit 'Add Item to Catalog'.
Once that is submitted, you need to submit an image for it too...
https://www.bricklink.com/v2/catalog/catalogImageAdd.page
After that, wait (and hope!) that admin approves it.
Once it has been approved the final step is to add the new part to the sets inventory
by submitting an inventory change request... https://www.bricklink.com/catalogInvChange.asp?itemType=S
Sounds long winded, but once you've done it a couple of times it's easy
enough.

| That all makes sense and thank you very much. My problem is I don't have
photos. I need to buy these counterparts but they don't exist in Bricklink
yet. Will see if I can think of something.

Someone that has the parts needs to submit them to the catalog before they can
be added to the catalog. It is also not a guarantee that the stickered parts
will ever be submitted to the catalog.
Your best bet is to just buy a sticker sheet:
They are cheap.
