I don't think there's anything you can do about this - he should try
to get in contact with PayPal support.

There's been some changes to the RU PayPal User Agreement that went into
effect Sept 2021, which apparently many Russian PayPal users seem unaware of.

My advise is to ready for further "disruptions" to selling abroad, given the
direction of current events. Just a thought.
