Why not add cardboard sleeves as counterparts to the sets they appear in instead
of leaving them orphaned with a note that needs to be kept up to date? I don't
see why cardboard sleeves are that different from e.g. stickered assemblies.
They are a bunch of parts held together by something.

The definition of a Counterpart does not cover what you are suggesting, and it
never would:

The correct way to do it would be to have the cardboard sleeves in the main inventory
of what comes in a new set. Then we would have another inventory view that would
have what comes in a used set, and that would contain what is in the cardboard
sleeve.

As an example: this catalog entry I added some time ago, is unique to the 10144
Sandcrawler set from 2005. Though it's content (capes) is not unique to the
set (also found in the inventory of a single minifigure from the Gear
category) the part-numbered box is specific to the set.

The entry is not found within the catalog's set inventory and there's
no indication where it might be found other than the note added. If you go into
the set inventory, then into the minifig inventory and click on the cape, then
over to Item Appears In, you'll eventually find it as a part

The whole thing has gotta seem convoluted and somewhat confusing to the average
catalog user, even more so to the many uninitiated users. I'm sure there's
better solution.
