| I bought set 45517-1 (in its sealed box) and expected to have part 86444 inside,
as this is what Bricklink states as the inventory of the set. Instead of part
86444, I got part 16523. So is this an inventory mistake or am I missing something?

Apparently it was an inventory mistake or at least an incomplete inventory. I
believe

is a new version and is included in sets instead of
because it can be sold in more regions/countries as it can be used with 100V
- 240V and not just with 120V.

was added to the catalog in 2020 but the official set image of
already shows the newer type and this set was released in 2016.
So based on the set images and your information from a sealed set, I am going
to update the inventories of 5004838-2 and 45517.
