I don't believe this item appears in the instructions. (FWIW, it's not on the inventory here either: https://www.toysperiod.com/lego-set-reference/boat/lego-4015-freighter/)

If it is part of the set, then I believe it should be an extra.

It’s on the box’s main picture: it prevents the mast from rotating.
