This is always the case with buildable dinosaurs, but the inventories all contain
complete dinosaurs.

This is always the case with buildable dinosaurs, but the inventories all contain
complete dinosaurs.

Not all of them. 
They do for about the first 5 years after the set is released. Then we revert
them to how they should be.
