One of my customers marked his order completed and then returned it to me for
a refund. The refund will not go through, and he cannot change the status from
completed. Is there a solution to this?

Have you tried refunding in PayPal/Stripe and then update the refund in the order
clicking Manage refund?

Apparently, it was a system glitch. I tried again, and the refund went through.
