Missing Part Extra

This would be a *very* unusual extra part - right now we only have one set which
has this part as extra and that is from 2008. For now I'm inclined to say
this looks more like a packaging error than a true extra part but I will leave
this request open for some time (a month maybe) to see if more evidence for this
extra part comes up.
