In set 8620 "Snow Scooter" all I ever saw on every picture was a box and the
minifigure with blue arms. Why is there another minifigure with black arms?

Was there a difference set sold per country or was it another reason?
Just very curious after watching the hole arctic collection.

A lot of Technic figures randomly had the wrong arms between black and blue.

You could get this figure with either blue or black arms and I don't think
it had anything to do with region as I've seen both. Maybe it was just random,
maybe it had to do with shortage of blue arms at one point in time... Can't
tell for sure

In set 8620 it's listed as an alternative though.

I only had set 8660 as a kid, which has the same figure, and while all the pics
showed the figure with blue arms mine had black arms...so same issue there
I should probably add that as an alternative as well.

Didin't know it was the case with more sets.
So it looks like it's more a production thing.
Thanks.

Set

Set No: 7722 Name: Steam Cargo Train, battery
*
7722-1 (Inv) Steam Cargo Train, battery
466 Parts, 3 Minifigures, 1 Book, 1985
Sets: Train: 4.5V
was produced between 1985-90. It came with red battery wagon

Part No: 3443c02 Name: Train Battery Box Car with Three Contact Holes, Red Switch Lever, Black Magnets, Black Wheels, and Light Gray Roof
*
3443c02 (Inv) Train Battery Box Car with Three Contact Holes, Red Switch Lever, Black Magnets, Black Wheels, and Light Gray Roof

that has red switch, as shown on the box arts and instructions. However in productions
in 1987 this battery wagon came with black switch.

Part No: 3443c01 Name: Train Battery Box Car with Three Contact Holes, Black Switch Lever, Black Magnets, Black Wheels, and Light Gray Roof
*
3443c01 (Inv) Train Battery Box Car with Three Contact Holes, Black Switch Lever, Black Magnets, Black Wheels, and Light Gray Roof
Parts: Train

In other words, in productions between 1985-86 and 1988-90 it came with red switch
and in 1987 it came with black switch.
If you can explain me why the Lego company produced the battery wagon with black
switch in 1987 and then again produced it with red switch in 1988-90, then I
will explain to you why some technic figures had black arms. Deal?

Lol, the "problem" is bigger as expected.

All the sets mentioned till now were produced in the '80
Maybe Lego was a bit practical with colors
