I know I can turn off incomplete, but what if I miss an excellent deal only missing
a Minifigure? Take for example the new NASA space shuttle. (Image below). People
are selling single counterparts (At ridiculous prices mind you.)
I have three suggestions here
a) Make a rule that incomplete sets must be some form of mini build (A good example
is the bottom listing, lower in the attached image)
b) Make sure incomplete sets have the main set (IE missing Minifigure, accessories
or a mini build)
c) Make sellers list sets that are under 75% (or so) complete, list incomplete
items as custom items (A more ruthless option)

I believe it's allowed up until the inventory for the set is in place.

It would have, if the catmins would
a) approve the parts necessary; and
b) allow preliminary inventories based off instructions

I'll get to them later today - In the meantime you could streamline that
process by working through your submissions and check the numbers you have submitted
and capitalize your words

It is allowed and I understand the reasons, BUT it might be better to list them
as custom parts with the set's title and number in the custom part title
- they would then be at least keyword searchable
