Hey ! I’m looking for a batch of PotC minifigs and a guy sells 23 minifigs for
130€, and I’m not sure they are real (at least some of them might be). For example,
the minifig head on the 1st pic(probably from poc012) looks really weird, the
shape of the mouth is round, the parts look really glowy (on the 2nd pic). Could
you guys help me ?

Looks fake to me, but is 130€ for 23 minifigures a good price? That's 5.65€
($6.84) per minifig

It's a fake. The baseplate doesn't have the Lego markings.
It comes with a rat, the tail is visible in the picture.

€130 for fake figures is always too much.
