| I can't ID this part, starting to doubt if it's Lego.
It looks and feels like good quality.

| I've found this part in unsorted LEGO bins but I don't know what it is
either. These bins contained non-LEGO parts so I've discarded these parts.

| They turn up quite often, non Lego.

Thanks for the feedback. After a google search it turns out they are indeed mega
bloks.

As you've now correctly identified, this is indeed a Mega Construx
(formerly Mega Bloks) element. Specifically it's part M1312F, and
it's been around for decades.
