Received an order and created invoice.

Buyer paid and afterwards told me address in Bricklink and PayPal is wrong...

Is it correct it cannot be changed in PayPal after payment?

Only option is I refund payment and loose the 6.5% PayPal fee they charge for
international payments and then I have buyer pay again?

It's $12.. hate PayPal if this is true. So unfair for sellers.

Can't you just write a different address on the package?

I could, but that would potentially expose me to a PayPal charge-back, for not
sending to the correct address.

Assuming the customer agrees to resend payment with correct address, speak to
paypal and explain the situataion. If you tell paypal that the customer made
a mistake when sending original payment they will refund any fees incurred after
you refund them

Is it a super valuable order? Otherwise I don't see a reason to have any
supsicions. People can always withdraw their money using other tricks on PayPal,
even if the address matches. I've sent thousands of orders without tracking
and as far as I know I didn't get scammed.

Well it's a $250 order or so.

Response from PayPal:
"Welcome to PayPal, my name is Xxxxxx and I will be happy to help you.

I have read your message and I understand that you are writing about a transaction
that you would like to return due to the wrong buyer's home address.

You can refund the transaction, unfortunately the fee charged for making this
transaction will no longer be refunded. Transaction fees are not refundable.

And here is more about the topic:
https://www.theverge.com/2019/9/20/20876570/paypal-refund-fee-policy-change-sellers-controversy

So, if buyer makes an error with a wrong shipping address it is potentially a
cost for the seller as the fee is not refunded.

That'd be illegal, the buyer ends up paying extra that way.

Disappointing that PayPal isn't even willing to let you attach a note that
the address has changed.. but not surprising. I'd go ahead with it and save
the communication. If they have good feedback, I don't see any reason to
be worried.

Personal responsibility. The buyer makes the mistake. The buyer eats the fee.
Certainly isn't the seller's fault. Although I will say, anytime I have
to give any sort of refund, paypal always refunds their portion of the fee. If
I have to refund a dollar, 3 pennies of that comes from paypal. Maybe things
are different with paypal outside of America.

Since the buyer has a right to cancel within 14 days without any reason for a
full refund (also in America AFAIK), they could simply cancel the order and place
it again, so in that scenario they wouldn't lose money either.

Have you tried speaking to someone from paypal directly over the phone. When
they first declined refunding my fees I put it to them like this...

"so you mean to tell me that any buyer can accidentally send me a payment of
lets say £10,000 instead of £10 and then after I refund them paypal will still
expect me to incur those fees?"

The paypal rep then backtracked and told me that in those situations where a
buyer has made an error with sending the initial payment paypal will refund the
fees.

My fees were only about £5 but I was then refunded by paypal due to the fact
that the payment was sent and then cancelled/refunded at the request of the buyer
leaving me otherwsie picking up the fees. If the item goes missing in the post
and you have to refund the buyer you will then of course be expected to pick
up any fees but you should find customer error is a different matter?

Well, I did not call them - only chatted with them. Chatted = left a message
to their bot and got an answer back from a service rep.

Perhaps I need to keep pushing but it is in their terms from 2019 which they
changed back then.

There is no phone number to call them from my Danish PapPal account. They only
made around $2k from me in fees so I don't think I can expect any kind of
service or good-will from them other than a standard reply.
