| Was searching my train department upside down for this part...
But I see it is in "Wheel"... is this a mistake? Since, well, it clearly is not
a wheel

Wheels and wheel assemblies are something of a mess, especially for titles.
We've been meaning to get them cleaned up, but . . .

I think it would be helpful at some point to group parts designed for wheel attachments
together in one place. Perhaps Wheel, Holder or something of that sort.
They're all over the place right now (at least the following eight categories):

It makes sense to have them all together, most can only be used as wheel holders
only...

Interesting idea, yeah, I would want to see STRICTLY wheels in "Wheel", and possible
a separate category where wheel holders are all together.
All the examples you gave are almost always intended for use with wheels (there
are very few cases of wheel pins being used for anything else) so I think that
would work.
However, one problem is that it is going to separate plates with wheel pins from
plates with technic pins... that seems awkward, especially since there are plates
with technic pins for which 'wheel holder' is the most obvious application.
Maybe it's one of those cases where there is no perfect solution and we might
as well leave it alone. I don't think it has been causing problems on a regular
basis.
So my vote is on strictly only wheels in Wheel, and wheel holders where they
are now (this particular one back to Train where it always used to be AFAIK).
Unless there's a solution that lets us isolate wheel holders from other parts
in a logical convicing way, which would be great, if only that's possible...
