For this period it was very common for Samsonite to use indeed:

and whatever I leave out, it will never have a part count of 562 pieces.

I bought both my copies from Japan, not north of America.
I checked some photos and can confirm that the instructions of both sets are
the same, only the box art is a little bit different.
I don't know about the baseplates.

I have a word file in which I put the quantity of parts that appear on my two
copies.
The first copy was in mint condition, but less reliable because there were parts
from one or two small sets included in the box.
I bought the second copy from a seller who had also 180 in new condition but
both sets missed all paper works.
I am kind of convinced this copy was never built. The parts still smell plastic!
However, I cannot be 100% it has all original parts. At least, it misses a couple
of trees.

If you have a gmail address, I can share the file with you.

My plan was to pick-up all parts in the quantity that are in my copy and start
to build the sets and see what is missing or if I can build the whole set with
them.
I don't think I can do this very soon.

Anyway, I am going to approve your last open request to add 2 part black 3009
Brick 1 x 6, but I will change it to the crssprt variant, because at my best
knowledge, these were used in Samsonite sets at the time.

I am going to add a request to remove the box image of 080-2, because the image
is wrong. The correct box is shown on Peeron.

Without a box image, I hope to attract someone to post the correct image. Maybe
that person can also confirm the content about Samsonite trees, bricks, plates
1x2 and base plates and tell us why on earth the box says 562 pieces

Based on this listing, it seems that the trees are not Samsonite:

This British AFOL owns the European 080 and bought also the USA-version. His
Ambassador version does not have any baseplate. He posted some interesting questions
on facebook. I upload his photos too.

1/ Does this USA set have fully studded base boards or the same ones that
my UK 080 sets have (some studs and large areas of no studs)
1a/ Then there is the question IF it is the mix base boards (flat and some studs)
is the flat part smooth or course?

2/ The instruction plans with the Samsonite set are exactly the same as my UK
ones (just the houses are represented) but the inner box trays (on my UK versions
the build prints for train, trucks and policeman are printed around the periphery
of the trays) are different. Are the box trays correct to this box? They are
a perfect fit but there is nowhere for the baseboards to locate??

3/ What is going on with the blue Samsonite bricks...

4/ Lastly is it unusual to have grey waffle based boards? I have a large vintage
Lego collection but this is the first grey one of these to pass through my hands.

They were fully studded!
However, why TLG did not assign a spot in the two inner trays for green baseplates
in the Ambassador version?
But, this above listing shows that there were actually some extra bricks, most
of them were white. The trees were Samsonite I think.

Unfortunately, this set do not appear on the USA market often. I guess not even
once a year.
