I bought from a BL shop almost a month and a half ago and have not received anything.
The seller contacted me a few weeks ago to ask if I had gotten anything because
the USPS tracking wasn't updating properly. I told him no, and he said he
was opening up an inquiry with USPS. I haven't heard from him since then,
despite sending him messages, at least one of which was marked urgent. All my
messages show as unread, but he is getting daily positive feedback, so he clearly
is around and making sales. The USPS tracking is still showing only as "shipping
label generated" status. Should I go ahead and file a complaint at this point?

You may not be aware of it, but receiving feedback is not any indication that
a seller is online or for that matter even still alive. They have buyers were
bought and received their orders sometime in the past and are now leaving feedback.

Assuming this is a US seller, a NRS may get their attention. The feedback they
are receiving doesn’t mean they’re active necessarily. If they’re international
the shipment may be delayed significantly, but a NRS would still get their attention
if they’re not answering your emails.

Because the order is paid you can open a Non Shipping Seller alert to get attention
by clicking on the Problem link on the Order Details page or on Problem Center
below the page.

Yes and if you paid by Paypal, open a dispute for non receipt of goods paid for.
That might also get their attention as well . If the tracking has not updated,
then either the package is lost or they didn't ship it. At the very least
it should have gotten at least an acceptance scan along the way if they actually
shipped it. Having a tracking number doesn't mean much unless the number
shows movement along the way.
