Didn’t they still come on their sprues in 2000?

The sprues aren't listed because part of them is in the minifig inventory
already.

But that is why the other components are in the inventory.

It's a flaw in the way the system is used. If the sprues are included as
regular items in the inventory (as they should be), it would lead to partout
issues because some parts from the sprues are also included in the inventories
of figures from the same set.

Ideally the figure parts would be included as regular items in the inventory
and the figures themselves would be shown as counterparts (which they are: assemblies
of parts from the set).
