The buyer contacted me and said they had not received it, and we worked out they
had not put the apartment number on their address in Paypal. I told them to contact
their mail carrier and get back to me. I got positive feedback, thought that
it was resolved.

Then I got an e-mail from Paypal saying that the buyer was disputing the order
as an unauthorized "recurring charge". The e-mail said "We do not need any action
from you at this time."

Then I got an e-mail saying Paypal had refunded the buyer, and charged me $20.00
on top of that.

Do I have any recourse here?

contact PayPal show them proof of delivery, unless you were not protected.
