This again...

It is known that the website has problems (this has been going on for years),
and that we may have to deal with it, until which time they rebuilt the site
from scratch.

I might understand your concern if you were new to the website, but you aren't.

Don't want to say every, but I see an awful of European users complaining
over night that the site isn't working. Then miraculously it starts functioning
again at California morning time. It would be extremely nice to know that they
realize there is a problem and they are addressing it.
