Comments from Submitter:
Source: Set from my personal collection which was never mixed with other parts.
I could not find any evidence for black 2039 or red 6091:
Additional evidence that there are no alternate parts:
This set was only available as a gift with purchase from Shop@Home during "Brick Friday" 2012 (and this is how I got it). My box says it was manufactured in Mexico which is unusual, because sets for Europe are usually produced in Denmark or the Czech Republic. Therefore I guess this set was only produced in Mexico and most likely had only one production run. That makes the appearence of alternate parts quite unlikely.
* Change 2 Part Trans-Clear {3626c Minifigure, Head (Plain) - Hollow Stud to 3626b Minifigure, Head (Plain) - Blocked Open Stud}
The 'c'-style head was specifically added to the set on Dec 2, 2012 when
someone discovered that these heads were missing from the original inventory.
How the inventory was ever accepted without them is a different matter altogether.
I am not sure if we should remove them from the inventory completely.

I am not sure either (and unfortunately it's virtually impossible to identify
the variant from unboxing photos and videos).
But so far we don't have any proof that the set had the 'c'-style
head. Maybe the submitter of that change request wasn't aware of the variants.
Or maybe he even didn't have a physical copy and submitted the request based
on set photos/instructions/parts list. It is also the only change request he
has ever submitted. So all in all I would say it is better for now to remove
the 'c'-style head. It can always be added again when someone confirms
the appearence in this set.
Or maybe Marek could check his set again (he already did that for the hinge plate
variants) so we have at least one more source?

c variant so hollow stud in my set
Great, thanks!
And that is why we don't use stuff like this to make decisions:
