I purchased this set brand new. When checking through the set contents I found the discrepancy noted in the change request. At least one other member has also reported the same alternate figure. The black/tan eyebrows is the less-common head included in early productions runs of the set, so that might be work considering for inventory purposes.

There are currently 240 items for sale for cty1055 and I would imagine that many
of them include a different head. The other routes here are to mark cty1055
for deletion or contact the 63 sellers and ask them to check their figures.
