Why isn't the Porg (I believe there are four varieties in the catalog) considered
a Minifig?

I'm sorting through the 2019 Star Wars Advent Calendar and other brink built
items (i.e. sw1040 and sw0983) are considered Minifigs.

Just wondering if anyone had an explanation.

It's because the Porg is classified as an animal just like the Tauntaun and
Kaadu are not minifigures.
