Figures as assembled in play scenarios on poster and on all sides of original box are consistent in assembly. No need for these figures to be handled differently in inventories than other figures.

So are these play scenario "posters" actually posters or are they instructions?
I ask because they are handled differently in different sets, and this set has
it listed as both. I would surmise they are instructions because posters are
generally something to hang on a wall for decoration. And I can't imagine
anyone hanging this up on a wall for decoration. Looks like we have stumbled
upon another inconsistency. What are your thoughts?

I'm not any kind of expert on this line of sets, so take what I say with
a grain of table seasoning - it's just stuff I've picked up over the
years. To the best of my knowledge Freestyle sets didn't generally include
instructions (hence the series title, which indicated freestyle building).

Nevertheless, certain sets included large printed play scenes indicating ideas
for building. I believe these were referred to on set packaging for some sets
as posters and the size would tend to indicate this. These posters did not include
step-by-step instructions for building.

Yes, they are handled differently. The default for new entries is to include
instructions and once they get into the catalog that way it can be difficult
to remove the instructions entries from sets. I added the poster to this set
because it is shown, as the posters are for several Freestyle sets, as being
included on the printed parts list (and advertised there, again, for some sets
as a poster).

If it were me, I'd remove the instructions entries where possible for sets
that are known to have posters:

Then include those posters in the set inventory. This is analogous in some ways
to Dacta set materials, where what I have pushed for is a similar approach.
The difference here is that these posters were usually included on parts lists
(although not counted in parts counts) for sets I've seen.

And, knowing me, I'd probably want to see the issue addressed in policy.
