Is this now the right way of putting alternate heads on minifigs? I thought notes were written on the minifigs inventory instead. Anyway, I'm doing it like this because there already is another alternate in the inventory for the other head. Source: Set from my own collection that was never mixed with other bricks.

Usually we only add a note to the minisifure inventory to indicate that it can
be found with both types of heads. But sometimes a head is not in any (minifigure)
inventories which means that it won't show any known colors in the head's
catalog entry. In such a case we'll add the head as an alternate to the set
inventory so that it will show a known color. This head is already in several
other inventories, so in this case we will only add a note to the minifigure
inventory.

If you already do that why not apply it to all? If it is an alternate head for
a minifig but can't be added to the minifig inventory as alternate, having

Yes, you are correct. If we know for a fact that a certain alternate head came
in a given set, then we can add the alternate head to the main inventory. I have
added it manually given that this request was already rejected.
