This item does not fit the definition of a Counterpart, so it will not be added
to the inventory as a Counterpart.

I then need to determine if it should be added to the inventory at all. The official
part count for the set is 466 pieces, and the current inventory contains 466
pieces. Therefore, LEGO did not count this "multipack" of rubber bands as a single
part like modern multipacks and counted the two rubber bands needed for the build
as Regular Items. The other five would then be considered Extra Items as they
are currently listed in the inventory.

In conclusion, I see no reason to add this part to the inventory, and this request
will not be accepted.

I didn't think clear bags of parts with a PCC were being added to the catalog.
There are a lot of those in Belville/Scala.

23229 is a part number and not a PCC.

In this case, the plastic bag is just identifying the part number and nothing
more. I don't see this new item as a true multipack.
