Are sellers allowed to charge extra 3.5% if you use PayPal?

I thought adding PayPal fees was against policy... but I've been known to
be wrong before....

"Note: For any buyers who choose to pay by PayPal, we will add and a 3.5% PayPal
charge."

I'm guessing he could just add 3.5% to all orders (as i'm sure most are
paying by PayPal anyway) without saying its a PayPal fee... but that policy bothers
me.

PayPal does not allow it in the USA. I don't know about Canada. But PayPal
does allow it in the EU. I assume because the EU has some law that applies to
it.

And so what ?

To all, and mostly BL officials (Russel, the one and only, I guess):

What us, buyers, are supposed to do ?

- report seller who does that ? And then what ? seller keep selling, BL keep
getting fees, ...
- "vote with our feet" ? I have encounter more sellers who does that than doesn't,
shop choice will shrink as a miracle ! So BL would be no longer the place to
be to get needed parts.
- anything else ?

Most places are not allowed to charge it as it is against PayPal TOS but many
sellers do not care. It is an unenforceable rule.

Pretty sure this is not allowed anywhere.

It is allowed in some country’s to charge extra for Paypal payments, or, at least,
to charge the costs the seller makes by getting paid by Paypal.
A lot of sellers, like me, do not charge for Paypal payments.

I am more ‘worried’ about sellers charging 3% for the Bricklinkfees, I do believe
this is really not allowed.
This can go two ways, 1st is sellers charges these in the invoice, 2nd is sellers
cancel the order after the item is collected or has arrived at the buyers place...

PayPal bans it in some countries but not all. In the NL for example it's
OK and consumers paying the cost of money transfers is considered quite acceptable.

Note however that no single store located in the EU is allowed to charge you
more for a PayPal transaction than it actually costs. If you see any of such
shops, you can do what I do and write them a message that it violates European
law.
