Since this set does not have instructions, we must look to the box to show us

This is a tough call. I would like them to all be consistent in this set, so
let's look a little further.
There are nine complete figures in total shown on the box (three with the black
arms, three with the blue arms, and three with the red arms). Of those nine,
only three of them are shown with the helmets (one with the black arms and two
with the red arms). Therefore, the blue-armed figure should definitely not have
a helmet. (Helmets: 0; No Helmets: 1)
That leaves the black-armed figure and the red-armed figure. The black-armed
figure has two images without helmet and one with helmet. Looking at the score
shows that the black-armed figure should also not have a helmet. (Helmets: 0;
No Helmets: 2)
Finally, the red-armed figure has two images with helmet and one without helmet.

It will be difficult to implement.

No, not difficult to implement; just slightly difficult to get the right minifigs
into the catalog quickly. For now, I will add an inventory note to the set stating
that the other two figures should be without helmets, and I will see if I can
get some cheap figures for the fixes.
