In the European and American releases, the part 4209c02 came assembled.
The Lego in Canada was produced in Ontario Stratford by Samsonite who had its
own way of packing and sealing! For example, they did not like to use plastic
bags. It appears that in the Canadian release, 4209c02 did not come assembled.
But if we are going to adopt the majority releases, the Canadian market was maybe
less than 1% of the total.
