What is your source of this change? Instruction and official LEGO parts list
clearly shows normal bricks 1x4 not Technic bricks 1x4

The likelihood that this set would have included Technic bricks is remarkably
low. It has been three days and you have not responded to a request for further
documentation. Therefore, these requests were not approved.

| Hi there,
In the set I have bought there was a paper statement from lego the normal bricks
1x4 had to be remplaced by the Technic ones with holes. I would have send you
a picture of this statement, but I only now see how to do that!

Wow, that's a new one for me. The red and white bricks are directly in front
of and behind the driver, so they're fairly visible. Why TLG would think
it was necessary to replace perfectly good standard bricks with Technic bricks
in these locations is definitely a mystery.
In light of this new evidence, feel free to resubmit the requests and we will
reconsider them.

I had a quick look through several sides. There are no ebye listings were I could
see those parts. (I just skimmed through though) There are some images on Brickshelf
were it is shown to be included in some sets.
So, Technic 1 x 4 possibly an alternative to the usual 1 x 4 Brick.
The reason why is only known to TLG.
